say "Prices BEGIN at $699 per person". The base price of most cruises includes onboard accommodations, basic beverages (water, juice, tea, etc.), specified meals, and access to amenities (pools, gym, theaters, onboard sports and so on.)


Depending on the cruise line and the package offered by a travel agent, however, the initial price of a cruise may include other expenses a passenger may not considered.  The cost of air transportation to and from the port city can be added to the base price of a cruise, along with ground transportation between the airport and the port.
Any upgrades in accommodations may also be added to the price of the cruise.  Some shore excursions may also be covered under the base cruise price, but more extensive excursions may cost extra or need to be booked separately.

The base price of a cruise, unless billed as an all-inclusive arrangement, generally does not cover the cost of alcoholic beverages or even soft drinks.  Dining in the ship's main galley may be included, but alternative restaurants often charge for meals.  Tipping is also not included in the base price of a cruise, but is often
considered a proper gesture on the last day of the trip. 

The cruise line may also pass along any fees or taxes levied by the countries they visit during cruises.  Docking fees help maintain and upgrade the host port's infrastructure.  Passengers on a cruise should be prepared to carry extra cash while traveling to handle any expenses not covered by the initial ticket price.
